It works here (tested both in a modern browser and IE5 in Windows 2000), can you describe the problem in more detail?

Now it works! Last night it not working. Click on link, start downloading file aaaand nothing. No download. Maybe roskomnadzor blocking? I'm from Russia. But, now downloading works! Thanks!

Can you try again with the HTTP link? Any of the browsers as it doesn't seem related to the type/version.

I've enabled capturing of the TCP packets, hopefully it would help determining where the issue is.

Tested now. HTTP link http://www.fixbrowser.org/download/fixbrowser-windows-0.4.zip . Nothing. ~17:05 UTC+7.

I've disabled some custom settings on the server (not sure if related or not), can you try again?

Nothing download. But from modern PC via VPN - success (now tested). This is Roskomnadzor blocking, i'm sure!

Thanks for the testing. I wanted to rule out some misconfiguration at the server side as I've migrated the server to another provider recently.

From the TCP packet logs it appears that some amount of the data is transmitted and acknowledged by the client but then suddendly no more acknowledgments come through. The server tries to send the data again but with no response.

It's a bit weird that the client doesn't try to resume the download, even in HTTPS case where the ISP can't alter the response. It would require to capture the TCP traffic at your side to get a full picture of this behavior.

It appears to be blocking "larger downloads" while allowing short bursts (like transmitting a web page). Apart from the blocking it can be also some kind of traffic shaping that some not so great providers do (VPN typically works in that case too).

Do you have such issues with other websites and downloads? Have you observed that some pages are still loading despite the page looking like it was fully loaded? Were you able to download it before, like a few months ago or earlier?
